Yes, you'll need access to the AFS. You could have a look at the OpenAFS project to get started. Make sure that the AFS cell desy.de is included in your configuration, i. e. the file CellServDB should contain something like:
>desy.de              #Deutsches Elektronen-Synchrotron
131.169.244.60                  #solar00.desy.de
131.169.2.19                    #afsdb2.desy.de
131.169.2.20                    #afsdb3.desy.de

Not necessarily. The installation is avaliable for several operating systems and architectures. The path /afs/desy.de/group/it/ilcsoft makes use of the @sys mechanism, which automatically tries to choose an installation that matches your operating system (i. e. the result of fs sysname, to be precise). Currently available are:
.amd64_linux26 -> .i386_linux26
.amd64_sl4 -> .i386_linux26
.i386_linux24
.i386_linux26
.i586_linux24 -> .i386_linux24
.ia32_sl4 -> .i386_linux26
So you might be lucky and find something that fits your system, even if it's not exactly SL4.

No, the directories under /afs/desy.de/group/it/ilcsoft should be world-readable (i. e. have read and lookup permissions for the AFS group system:anyuser).
